Groundbreaking 2026 Ordinance Expands Nationwide Solar Power in Schools

To ensure a sustainable advancement in its energy sector through solar power, the government has promulgated the ‘Special Solar Power Installation Ordinance, 2026.’ This legislation establishes a well-organised institutional framework aimed at implementing and expanding special solar power systems across key locations, particularly educational institutions, thereby opening a new horizon in the country’s renewable energy landscape.
Under the ordinance, a robust multi-tier administrative structure has been formed, featuring a National Policy Council alongside ‘Technical and Coordination Committees’ at the district and upazila levels. Headed by the Deputy Commissioner, the district committee includes various local administrative and utility chiefs, with the district electricity distribution head serving as member-secretary. Similarly, the upazila committee is chaired by the Upazila Nirbahi Officer and incorporates local government, police, and education officials, ensuring educational leaders are central to the initiative.
The framework enforces a structured two-way accountability and reporting mechanism to maintain operational efficiency and good governance. The district-level committee is mandated to submit a progress report to the council every three months, resolve operational ambiguities, settle disputes, and provide consumer training. Meanwhile, the upazila committee submits a monthly progress report to the district committee while meticulously preserving all operational records.
Energy experts note that this comprehensive ordinance will propel Bangladesh toward a green, sustainable, and energy-secure future by ensuring effective coordination and swift implementation. By actively engaging educational institutions and incorporating principals and head teachers into the committees, the initiative successfully transforms schools into the epicentres of the solar revolution while fostering environmental awareness among the younger generation.
