DSCC’s ‘Mastermind’ Engineer Mithun Chandra Shil

Mithun Chandra Shil is a Superintending Engineer at Dhaka South City Corporation (DSCC). According to allegations, he has changed his stance at different times. During the Ms. Hasina government, he allegedly held significant influence in DSCC’s engineering department. He was reportedly close to the then mayor, Fazle Noor Taposh.
Sources concerned with DSCC said Mithun Chandra Shil became close to the mayor by serving the interests of influential intermediaries surrounding him. During Mr. Taposh’s tenure, he allegedly exercised near-total control over DSCC’s engineering department.
After the fall of the Awami League government on August 5, he allegedly played a key role in creating disorder in various activities of the corporation. He is also alleged to have pocketed crores of taka from several DSCC development projects. According to DSCC officials, another engineer, Kazi Borhan Uddin, was allegedly involved with Mithun Chandra Shil in these activities.
Mithun Chandra Shil reportedly served as assistant and executive engineer in each of Mr. Kazi Borhan’s projects. The Local Government Division is investigating allegations against Mr. Kazi Borhan, including widespread corruption, acquisition of illegal assets, abuse of power, and unlawful promotion and grade benefits.
To prevent him from leaving the country during the investigation, the Local Government Division has reportedly sent letters to the Department of Passports and the Immigration Department. According to sources, Mithun Chandra Shil was directly involved in alleged irregularities in Mr. Kazi Borhan’s projects. However, no action has been taken against him by any agency. Sources attribute this to his alleged influence within DSCC.
According to DSCC sources, Superintending Engineer Mithun Chandra Shil is allegedly one of the key members of an engineering network involved in the embezzlement of hundreds of crores of taka. He allegedly became involved in irregularities while serving as executive engineer in projects in Shyampur, Donia, Matuail and Sarulia. He is also accused of being involved in showing projects as completed despite unfinished work.
He has further been accused of being responsible for roads deteriorating quickly because of poor-quality construction. He is also alleged to have been involved in the embezzlement of at least Tk 154 crore. Sources allege that he used his influence to suppress investigation reports. He is also accused of involvement in false and fraudulent certification and forgery in Package-A of a Tk 763 crore project for improving road infrastructure and drainage systems in Nasirabad, Demra and Manda.
He allegedly obstructed the publication of an investigation report in collusion with a contractor company. He is also accused of involvement in corruption and embezzlement in the Tk 763 crore project. After August 5, 2024, many officials and engineers of Dhaka South City Corporation were transferred to other city corporations. However, no action was reportedly taken against Mithun Chandra Shil.
Sources also questioned why no action was taken against him despite his alleged past involvement as a Bangladesh Chhatra League leader at Rajshahi University of Engineering & Technology (RUET). In October 2025, he was promoted to the position of Superintending Engineer despite allegedly not being eligible for promotion. At the same time, he was appointed as a project director for a development project worth thousands of crores of taka.
Earlier, in September 2024, Mithun Chandra Shil was accused of forcibly entering the office of DSCC’s Chief Engineer and stealing important documents, including tender documents and personal information. According to the allegations, several people led by Mithun Chandra Shil entered the office of then Chief Engineer Ashikur Rahman and took sensitive information from a computer belonging to the city corporation.
Following a hearing at the Local Government Ministry, former DSCC Chief Engineer Ashikur Rahman submitted a written statement. He said several people had created unrest in the city corporation to cover up their own alleged corruption. He stated that Executive Engineer Mithun Shil opened the door and stole confidential and personal information from a computer kept in the Chief Engineer’s office.
At the time, Ashikur Rahman was temporarily suspended after several allegations were brought against him. The Local Government Ministry formed an investigation committee to look into the matter. However, after the investigation, DSCC withdrew the suspension order on September 5 after the allegations against Ashikur Rahman were not proven.
Later, former DSCC Administrator Md. Sher Ali approved his application for voluntary retirement. The corporation issued an office order regarding the matter on the same day. Although allegations of project fund embezzlement, document theft and financial fraud through tender manipulation were made against engineers Mr. Kazi Borhan and the Mr. Mithun-led network, no action was taken against Mithun Chandra Shil.
Sources said that despite ministry instructions for investigations, opportunities were allegedly created for the accused to continue irregular activities in various ways. They were even promoted. One of the accused has faced an investigation and a restriction on leaving the country.
However, Mithun Chandra Shil was promoted and appointed as a project director for a development project, according to people familiar with the matter. When contacted over the allegations, DSCC Superintending Engineer Mithun Chandra Shil did not answer the phone.
