Question: Is it necessary to dedicate land as waqf for a congregational mosque (Jame Mosque)?

Answer: One of the conditions prescribed by Shariah for the validity of Friday prayers (Jumu’ah) is that the mosque be dedicated as waqf. It must also be open to the public. However, exceptions may apply in cases of necessity.

For example, Friday prayers are held at mosques in restricted premises, such as the residences of the President and the Prime Minister, inside Parliament, and in prisons, even though not all worshippers have access to these places. Similarly, Friday prayers are held at the National Stadium and on the grounds of universities and Parliament, as well as at gatherings of leaders from different countries. None of these venues is a mosque dedicated as waqf.

However, Friday prayers may be held wherever the ruler or their representative performs them.
