Hamas Chief Goes to Cairo for Ceasefire Talks

Khalil al-Hayya, the senior negotiator and political leader of Hamas, has made his first trip to Egypt since assuming leadership in late July. He has arrived in Cairo for important negotiations for a ceasefire in Gaza. To discuss a long-term ceasefire, he is expected to meet with the head of Egyptian intelligence, Hassan Rashad. As U.S. Ambassador Jared Kushner gets ready to close gaps over a 15-point plan that the US supports but Israeli Prime Minister Benjamin Netanyahu has rejected, the visit comes with a resurgence of diplomatic momentum.

While Hamas previously agreed to an initial version comprising a weapons surrender and personnel withdrawal, implementation issues remain blocked. Hamas political bureau member Basem Naim remarked, “We are awaiting initiatives from mediators and the United States to exert pressure on the Israeli Prime Minister and his government to move forward according to the plan.” Despite regional concerns, diplomatic avenues are still being used to renew the framework.

Military operations continue throughout the region in spite of these initiatives. According to official Palestinian numbers, two Palestinians were killed and fourteen injured in Saturday’s Israeli bombings and shelling, increasing the overall dead toll since October 2023 to over 73,300. Millions of people are displaced as the protracted conflict enters another catastrophic phase, and humanitarian situations worsen while international players try to find a solution.
