Pledge to Strengthen Security, Law Enforcement and Cybercrime Control

Outgoing Chinese Ambassador to Bangladesh Yao Wen has described China as Bangladesh’s number one development partner and a leading investor. He made the remarks during a courtesy meeting with Home Minister Salahuddin Ahmed at the Home Ministry office at the Secretariat on Monday.

The meeting discussed security, law and order, combating cybercrime, strengthening technological capabilities and exchanging training between the two countries. At the beginning of the meeting, Yao Wen informed the minister that his tenure would end in early October.

He conveyed greetings to the Home Minister from China’s Minister of Public Security and invited him to visit China to attend a public security forum and discuss ways to increase bilateral cooperation.

Both Home Minister Salahuddin Ahmed and the outgoing ambassador stressed the importance of strengthening technological capabilities to maintain law and order and combat cybercrime.

Yao Wen said China had trained more than 100 members of Bangladesh’s law enforcement agencies over the past two years. The training covered cybercrime, public security management, traffic and transportation management, immigration and United Nations peacekeeping operations.

Salahuddin Ahmed expressed deep appreciation for the cooperation. He said the government has taken an initiative to establish a specialised “Cyber Security Unit” for the police and develop the necessary infrastructure. Plans are also being implemented to establish digital forensic laboratories and cyber laboratories at police stations and at district, divisional and central levels.

Yao Wen suggested that Bangladesh send a team of experts to China to visit Chinese cyber laboratories and exchange technical expertise to strengthen efforts to prevent cybercrime. In response, the Home Minister announced that Bangladesh would send a five-member high-level delegation to China.

The delegation will be led by an Additional Inspector General of Police from the Criminal Investigation Department (CID) and will include an Additional Deputy Inspector General and police officers specialising in cybercrime and digital forensics.

The delegation will visit Chinese cyber laboratories, observe their technology and prepare specific proposals for establishing forensic laboratories and procuring equipment in Bangladesh.

Yao Wen said China is currently Bangladesh’s number one development partner and a leading investor in the country. He urged the Home Minister to ensure the overall security of Chinese citizens, businesspeople and investors working in Bangladesh.

In response, Salahuddin Ahmed said China is not only one of Bangladesh’s top investors but also one of its major strategic development partners. He reaffirmed the government’s strong commitment to ensuring the highest level of protection and security for all Chinese citizens, businesspeople and personnel working on development projects in Bangladesh.
