RAJUK to Identify Risky Buildings in Dhaka
Dhaka’s buildings are being assessed in phases to identify structural weaknesses and reduce earthquake risks, said Rajdhani Unnayan Kartripakkha (RAJUK) Chairman Md. Riaz-ul Islam.Speaking at a discussion titled “The Country at Earthquake Risk: What We Should Do” at the National Press Club on Saturday, he said building height alone does not determine earthquake risk. Faulty designs, soil conditions and construction irregularities are also major factors.
He stressed the need to ensure approved designs, proper soil testing and engineering standards in building construction. Riaz-ul Islam said it is not possible to assess the risks of all buildings in Dhaka at once. RAJUK plans to conduct assessments in phases, including Rapid Visual Assessment, Preliminary Engineering Assessment and Detailed Engineering Assessment.
He said RAJUK is also taking steps to establish a research institution to strengthen its capacity to deal with earthquakes. The institution will assess risks before disasters, raise public awareness and support future research. The RAJUK chairman said earthquake preparedness requires coordinated efforts from city corporations, disaster management authorities, fire services and other agencies. He also called for stronger city governance to improve coordination in urban management.
He warned that buildings constructed in violation of approved plans would not be given approval without proper technical and legal checks. He said architects and engineers must also take responsibility for supervising construction and would face legal action for irregularities.
He also urged building owners to follow approved plans and obtain occupancy certificates. He also called on the media to report irregularities so that RAJUK can investigate and take action. Other speakers stressed public awareness, honest enforcement and coordination among all stakeholders. Experts also noted that earthquake risks depend not only on building design but also on location and soil conditions.
