PM Moves to Establish Six Education Boards for Qawmi Madrasas

Prime Minister Tarique Rahman has said the government has decided to establish six Qawmi Madrasa education boards to coordinate and develop Qawmi madrasas across the country and conduct public examinations. He also said certificates issued by these boards will be recognised as qualifications for appointment to two specific positions in government and private madrasas.
The prime minister made the remarks in a written reply to a question from Cumilla-6 MP Md Monirul Haque Chowdhury during the question-answer session on the third day of the third session of the 13th Jatiya Sangsad on Wednesday (September 2). The session began at 3:30pm with Speaker Hafiz Uddin Ahmed Bir Bikram in the chair.
According to the prime minister, a decision was taken in 2006 through a gazette notification to establish a permanent institution called the “Qawmi Madrasa Education Board Bangladesh” to coordinate and develop all Qawmi madrasas and conduct public examinations.
Later, the government enacted the “Recognition of the Dawra-e-Hadith (Takmil) Certificate of Qawmi Madrasas under Al-Haiatul Ulya Lil-Jamiatil Qawmia Bangladesh as Equivalent to a Master’s Degree (Islamic Studies and Arabic) Act, 2018.” Under the law, decisions were taken to establish six boards: Befaqul Madarisil Arabia Bangladesh, Befaqul Madarisil Qawmi Gohardanga Bangladesh, Anjumane Ittehadul Madaris Bangladesh, Azad Deeni Edara-e-Talim Bangladesh, Tanzimul Madarisid Diniya Bangladesh and Jatiya Deeni Madrasa Education Board Bangladesh.
Regarding employment opportunities, the prime minister said the “Private Educational Institutions (Madrasa) Manpower Structure and MPO Policy, 2026” was amended on June 23. Under the amendment, certificates from the six Qawmi Madrasa education boards were recognised as the required qualifications for appointment to the posts of Assistant Moulvi (Qari) and Ebtedayi Qari.
As a result, Qawmi madrasa graduates holding certificates in Ilme Qiraat or Hifzul Quran, in addition to Dawra-e-Hadith (Takmil), will now have employment opportunities in these positions.
