ADB Approves $100m Loan for Affordable Housing in Bangladesh
The Asian Development Bank (ADB) has approved a $100 million loan to expand access to affordable, disaster-resilient housing finance for low- and middle-income households in Bangladesh. Disbursed through the Palli Karma-Sahayak Foundation (PKSF) and its partner microfinance institutions, the initiative provides long-term, collateral-free credit for building, repairing, or renovating homes, while specifically targeting women and unbanked families who face high barriers to conventional mortgages.
To ensure inclusive growth, at least 80 percent of the funding is earmarked directly for women, addressing long-standing structural disparities in property ownership and formal banking access. ADB Country Director for Bangladesh, Hoe Yun Jeong, emphasized the transformative nature of the program, stating, ‘Safe housing is directly linked to human dignity and disaster resilience. Supporting low- and middle-income families, especially women, in building safe, climate-resilient homes will contribute to poverty reduction and inclusive growth’.
By 2031, the project aims to benefit at least 40,000 households, including 32,000 female beneficiaries and 24,000 families living in areas highly vulnerable to natural hazards. Alongside credit distribution, the initiative incorporates educational programs to enhance financial literacy, land rights awareness, and legal protections. It also promotes housing safety for women through dedicated measures such as joint spousal residency rights and formal documentation.
Addressing growing climate challenges, construction methods under this initiative will integrate resilient designs adapted to floods, cyclones, and severe heatwaves. Technical guidance will ensure the use of durable, hazards-resistant materials, while strict construction quality verification and phased loan disbursements guarantee structural integrity. By combining accessible microfinance with climate-adapted infrastructure, the project establishes a scalable blueprint for sustainable, climate-resilient community development across disaster-prone regions in Bangladesh.
