Beijing Agreement, China-Bangladesh Deal Set to Expand Jobs for Bangladeshi Youth

In a historic move to elevate global technical and vocational skills, the Framework of World Vocational and Technical Education Standards, known as the Beijing Agreement, was officially unveiled on Saturday at the World Vocational and Technical Education Development Conference in China. Education and Primary & Mass Education Minister Dr. A. N. M. Ehsanul Hoque Milan represented supporting nations on stage during the closing ceremony at Tianjin Meijiang Convention and Exhibition Center. The event gathered education ministers from over 40 countries and official delegations from more than 100 nations, alongside the release of China’s White Paper on Vocational Education and national Luban Workshop standards.

Marking a major milestone on the closing day, Bangladesh and China signed a significant bilateral Memorandum of Understanding to expand technical and vocational education cooperation. The landmark agreement was signed by Bangladesh’s Education Minister Dr. A. N. M. Ehsanul Hoque Milan and China’s Vice Minister of Education Wang Guangyan on behalf of their respective governments. This partnership aims to bridge skill gaps and align technical training in Bangladesh with recognized global benchmarks, ensuring better career readiness for Bangladeshi youth in competitive international markets.

Expressing deep optimism, Education Minister Dr. A. N. M. Ehsanul Hoque Milan stated, ‘The Beijing Agreement and this bilateral MoU will jointly open new doors of opportunity to enhance youth skills and employment in the country.’ He further highlighted that through structured bilateral cooperation following international standards, practical job opportunities will be created for Bangladeshi youth. The minister emphasized that this collaborative initiative would strengthen diplomatic ties while making vital contributions to the socio-economic development of Bangladesh.

Under the terms of the signed agreement, both nations will focus on several high-priority developmental areas across Bangladesh. These core initiatives include modernizing eight technical institutions by incorporating Chinese curricula, advanced teaching methodologies, and practical training frameworks, alongside launching joint 2+2 and 3+1 academic degree programs. Furthermore, the collaboration features the establishment of modern laboratories and smart classrooms, expanding scholarship opportunities for higher technical studies, and facilitating direct employment for Bangladeshi graduates within leading Chinese enterprises operating globally.

To ensure sustainable execution, the agreement incorporates the joint establishment of a state-of-the-art Technical and Technological University in Bangladesh to foster advanced training. Prominent technical and higher education institutions from major Chinese economic hubs, including Guangdong and Jiangsu provinces, will act as primary partners in executing this long-term project. Ultimately, Bangladesh’s active participation in this international standard-setting movement is set to empower its youth with world-class competencies and secure promising global employment avenues for generations to come.
