Chamber Court Upholds License Cancellation of 49 Recruiting Agencies Including Dahmashi

The license cancellation of 49 recruiting agencies, including Dahmashi Corporation Ltd., implicated in illegal immigration and various financial and criminal offenses, remains in effect. The Chamber Judge of the Appellate Division has stayed the High Court order that previously suspended the government’s license cancellation notification, thereby restoring the immediate enforcement of the government’s decision.
Chamber Justice Md. Rezaul Haque passed the order on Sunday following a hearing on the state’s petition. Attorney General Barrister Ruhul Quddus Kajol confirmed that the government decision to revoke the licenses of the 49 agencies stands restored. He noted that the Ministry of Expatriates’ Welfare and Overseas Employment originally issued the revocation notification on July 19.
Following writ petitions filed by an agency challenging the notification, the High Court stayed its execution on September 30, with subsequent stays granted on petitions from 11 other agencies. The Ministry subsequently appealed these stay orders to the Appellate Division, leading to the Chamber Court’s ruling.
The July 19 notification noted that recruiting agencies are mandated to comply with the Overseas Employment and Migrants Act 2013, its 2023 amendment, and other relevant legal frameworks. The licenses were revoked after court charge sheets were submitted and accepted under Sections 406, 420, 385, 386, 427, and 34 of the Penal Code 1860 against the affected entities.
